B10 - Speed limiter

Adaptive cruise control is useful on the highway. In busy urban areas and on roundabouts, it's useless, sometimes even dangerous. For example, when entering a roundabout, ACC no longer sees the vehicle in front, and the car accelerates. In those situations, an (adaptive) speed limiter would be very useful. Given that OS 3.41.22 provides the option to set an "absolute" maximum speed for the car, I assume that (adaptive) speed limiting would be easy to implement.
