Automatic switching on of low beam headlights when it rains

In the B10, I noticed a small software loophole regarding the system's operation and EU regulations. The automatic headlights work fine, but they don't turn on during rain (when the wipers are operating)—they're still on daytime running lights. It has to be dark for them to switch (when the wipers are operating, the rain doesn't change from daytime running lights to low beam). Polish regulations require that low beams be used during rain, and every European car with a light sensor automatically switches from low beam to daytime running lights during rain, regardless of daylight intensity, and turns them off when the wipers are idle. Can this be reported somewhere so they can update the software?
